If they're blocking you in, just have them towed yourself. Maybe then they
won't do it anymore. Usually there's a sign declaring who the tow company
for the lot is.

my apartment manager had my car towed because she assigned me the wrong space and I am white. Everyone else in my building parks wherever they please, including behind my parking space so I am blocked in, and they never get towed.
